Nothing here will carry you through difficult content. What it does is get a caster out of the starting gate with a mana pool that regenerates on its own. One-handed, so the off hand stays free for a shield. That matters more for a caster than for a Warrior, since anything that reaches you in melee range is already a problem. The +0.03x on both cast and attack speed is worth noticing. Most staves specialise, pushing cast speed up while attack speed goes negative. Dewdrop raises both by the same small amount, which suits a low-level character who is still meleeing weak enemies between spells rather than casting exclusively. The gap between this and the next staff is small enough that saving toward Caged Prism at INT 15 is often the better plan.
