That inversion is the point, and anyone comparing these to Kettle Greaves at DEF +15 and MDEF +3 is looking at two pieces built for opposite problems rather than two versions of the same one. Max MP +15 and Max HP +40 fill out the line, with HP and MP regeneration both at +1.0 per second. Move Speed -0.3 keeps the mobility that cloth armour exists to preserve. Tin Tortoise drops them at 3.93%, roughly one per 25 kills, and Spore Deer at 0.25%, which is one in 400 and not worth pursuing. Between paying Breda 1050 Tria and farming tortoises, the tortoise route is quick enough to prefer if you are levelling nearby. Breda buys them back at 39 Tria. Dustwalker Pants need nothing unlocked beyond INT 15. The INT 15 gate lines up with Caged Prism, which is the staff most casters want at that level. Buying both at once costs 2800 Tria, and the pants are the part you can safely delay, since a legs slot contributes less to survival than a weapon does to killing things faster. Where they matter most: fights against magic damage. MDEF +8 on the legs plus MDEF +9 from Dustwalker Vest and MDEF +6 from Dustwalker Hood gives a caster a coherent set that actually resists spells, which no combination of heavy pieces can manage. Skip them entirely if you play anything that gets hit in melee. DEF +6 will not hold up, and Trailblazer Pants at DEX 15 offer DEF +10 with MDEF +5 for the same 1050 Tria if you need a middle ground.
