No cast, no mana cost, applies whenever a staff is in hand. The weapon lock that makes other mastery books risky barely applies here, since a staff user has no realistic alternative family to switch to. 350 Tria a copy in the General section of the shop, or 2100 for the full six levels. Neria stocks it under Mastery.
