The fields match Aqua Bloom exactly, and the name is the only clue: entangling suggests holding something in place rather than simply hurting it. For a class whose survival depends on distance, that would be worth more than the damage. 700 Tria a copy, 4200 for the stage. The Librarian keeps it in the Enchanter section.
